Difficult to categorize and challenging to observe, this world seems pinned in place in the skies above its parent body -- never a moonrise, never a half-moon, never a new moon. If you traveled to the opposite hemisphere, this place would seemingly disappear. Where am I?

Humm .. a hint. OK. Try this: Astronomers recently discovered this place has a couple of very tiny sibling moons.

Have to agree with Jesse! "Difficult to categorize" and "pinned above its parent body" gives it away for me, I think. Not to mention the very icy image :)
